NOTICE TO OFFERORS

TPWD is requesting Competitive Sealed Proposals for General Contractor services to perform
all Work required for the following Project:

Project Name: Dam Reconstruction
Project Location: Bastrop State Park, Bastrop County, Texas
Project Number: 116769

Sealed Proposals will be received by the Contracting Branch, Infrastructure Division, Texas
Parks and Wildlife Department (TPWD), 4200 Smith School Road, Austin, Texas 78744,
until 2:00 p.m., June 6, 2019. Proposals will be received and recorded in the A-100
Conference Room, Infrastructure Division. No pricing information will be publicly released
until a contract has been executed between TPWD and the successful Offeror.

The Project construction estimate is $5.9 million – 6.5 million.

Project includes, but not limited to: Furnish all labor, equipment, materials, and
incidentals necessary to provide Dam Reconstruction located at Bastrop State Park in
accordance with the Request for Competitive Sealed Proposals and Contract Documents.
Proposal Evaluation Criteria: Proposals will be evaluated for “best value” as determined by
the Owner based on established criteria identified in Section 3 of the Competitive Sealed
Proposal.
Project Schedule: All work shall be completed within seven hundred thirty (730) calendar
days commencing on the date specified in the Notice to Proceed.

PRE-SUBMITTAL MEETING. A PRE-SUBMITTAL MEETING WILL BE HELD AT THE BUILDING
FORMALLY KNOWN AS THE “GOLF PRO SHOP” ON MAY 17, 2019 AT 10:00 AM LOCATED
AT BASTROP STATE PARK, 100 PARK ROAD 1A, BASTROP, TEXAS 78602. ALTHOUGH
THE PRE-SUBMITTAL MEETING IS NOT MANDATORY, OFFERORS ARE STRONGLY
ENCOURAGED TO ATTEND AS IMPORTANT INFORMATION REGARDING RESPONSE
REQUIREMENTS AND THE PROJECT WILL BE DISCUSSED.

HUB Subcontracting Plan (HSP): Each offeror must complete and return with its proposal
one (1) original and one (1) identical copy and one (1) digital copy of its HSP following the
policy and utilizing the forms contained with the Request for Competitive Proposals and
Contract Documents included herein. FAILURE TO COMPLETE AND RETURN THESE FORMS
WITH THE PROPOSAL WILL BE CAUSE FOR REJECTION OF THE PROPOSAL. THE
CONTRACTOR RECEIVING AN AWARD MUST COMPLY WITH THE SPECIAL REQUIREMENTS SPECIFIED
HEREIN

HB1295 CERTIFICATE OF INTERESTED PARTIES: In accordance with 2252.908 of the
Government Code, the awarded Contractor(s) must use the Texas Ethics Commissions
Application to enter the required information on Form 1295. Awarded Contractor(s) shall
print a copy of the completed form, which will include a certification of filing that will contain
a unique certification number. An authorized agent of the business entity must sign the
printed copy of the form and have the form notarized. The completed Form 1295 with the
certification of filing must be submitted to the Owner within ten (10) calendar days following
Notice of Intent to Award.

PROTEST PROCEDURES

Any Actual or prospective Respondent who is aggrieved in connection with this solicitation,
evaluation, or award of any contract resulting from this solicitation may formally protest as
provided in TPWD’s rules at TAC, Title 31, Part 2, Chapter 51, Subchapter L, Rule 51.350.
