Texas Parks and Wildlife: Fort Richardson State Park Water and Wastewater System Replacement


NOTICE TO BIDDERS

Sealed bids will be received by the Contracting Branch, Infrastructure Division, Texas Parks and Wildlife Department, 4200 Smith School Road, Austin, Texas 78744, UNTIL 2:00 P.M (CST)., TUESDAY, JUNE 18, 2019 for Project Number 116818; Water and Wastewater System Replacement; Fort Richardson State Park, Jacksboro, Jack County, Texas. The bid opening will be conducted in A-200 Conference Room.

The estimated range of construction cost is $900,000.00 to $1,000,000.00.

Project includes:
Construction of wastewater and water system improvements at Fort Richardson State Park including but not limited to: approximately 3,158 linear feet of 6-inch sanitary sewer line, approximately 2,748 linear feet of 3- inch water lines, two (2) sanitary sewer lift stations, and all associated appurtenances.

Performance Period:
All work shall be completed within two hundred and seventy (270) calendar days commencing on the date specified in the Notice to Proceed.

Minimum Experience Requirements:
Bidder must meet minimum qualifications requirements as stipulated in Division 1 – General Requirements, Section 01000 – Special Conditions, paragraph 1.32 to be eligible for contract award.

HUB Subcontracting Plan (HSP):
Each bidder must complete and return with the bid an HSP following the policy and utilizing the forms contained with the Invitation for Bids and Contract Documents included herein. FAILURE TO COMPLETE AND RETURN THESE FORMS WITH THE BID WILL BE CAUSE FOR REJECTION OF THE BID. THE CONTRACTOR RECEIVING AN AWARD MUST COMPLY WITH THE SPECIAL REQUIREMENTS SPECIFIED HEREIN.

Pre-Bid Conference:
A Pre-Bid Conference will be held on Tuesday, May 14, 2019, from 2:00pm – 4:00pm at Fort Richardson State Park; 228 Park Road 61, Jacksboro, Texas. Attendees should plan to arrive at the entrance gate no later than 1:45 p.m. At the entrance, attendees should inform staff they are visiting to attend the construction pre-bid conference. The gate staff will provide instructions for parking and meeting at the park’s Administration Building.

Although the pre-bid conference is not mandatory, Bidders are strongly encouraged to attend as important information regarding bidding requirements will be discussed and site conditions relevant to the project will be available for review. Failure to give proper consideration to site conditions when preparing the bid will not constitute grounds for additional compensation. Prospective bidders who cannot attend this pre-bid conference visit may be able to visit at another date and time, but this cannot be guaranteed. Requests to visit at an alternative date and time must be made to TPWD Infrastructure Construction Manager, Marvin Hill, at (512) 627-4318.

Work Sequence:
Bidders are advised to review Technical Specifications, Section 01010, subsection 1.3 to plan their work schedules, to understand requirements to provide portable toilet units for park visitor use, and to plan pricing.
