NOTICE TO BIDDERS

Sealed bids will be received by the Contracting Branch, Infrastructure Division, Texas Parks and Wildlife Department, 4200 Smith School Road, Austin, Texas 78744, UNTIL 2:00 P.M (CST)., THURSDAY, JUNE 20, 2019 for Project Number 117504; Water System Upgrades; Garner State Park, Concan, Uvalde County, Texas. The bid opening will be conducted in A-100 Conference Room.

The estimated range of construction cost is $2,400,000.00 to $2,600,000.00.

Project includes:
Furnish all labor equipment, materials and incidentals necessary; and in accordance with the Invitation for Bids and Contract Documents to:

Base Bid Item, as showing in Drawings and Technical Specifications Package 1
Two-hundred and seventy (270) calendar days commencing on the date specified in Notice to Proceed
 Construct the new Garner State Park Well No. 3
 Install 6” well water conveyance line from new Well No. 3 to existing water treatment plant
 Abandon existing Well No. 1
 Rehabilitate existing Well No. 2
Bid Option 1, as showing in Drawings and Technical Specifications Package 1
Forty-five (45) calendar days allowed for the completion of work
 Replace sections of water mains at the Shady Meadows camp loop
Bid Option 2, as showing in Drawings and Technical Specifications Package 1
Sixty (60) calendar days allowed for the completion of work
 Replace sections of water mains at the River Crossing camp loop
Bid Option 3, as showing in Drawings and Technical Specifications Package 1
Forty-five (45) calendar days allowed for the completion of work
 Replace sections of water mains at the Persimmon Hill camp loop
Bid Option 4, as showing in Drawings and Technical Specifications Package 1
Sixty (60) calendar days allowed for the completion of work
 Replace sections of water mains at the Rio Frio camp loop
Bid Option 5, as showing in Drawings and Technical Specifications Package 2
Two-hundred (200) calendar days allowed for the completion of work
 Construct a new sodium hypochlorite building
 Construct the new hydro-pneumatic tank
 Modify the water storage facilities
 Construct a new gravel drive

Work Sequence:
The Contractor may schedule awarded work in any sequence and shall seek concurrent construction work where reasonable. However, concerning Bid Options 1 through 4, the Owner requires that only one camp loop be out of service at any one time. Before the contractor can commence work on a next camp loop, work on the previous camp loop must be substantially complete.

Performance Period:
Work of all bid items and bid options shall be completed within a not-to-exceed period of four hundred and twenty (420) calendar days. However, bidder shall note performance period of each bid item and bid option. If bid options are accepted to the contract as additional work, the contractor shall be required to indicate dates for starting and completing the additional work in project’s Work Progress Schedule. In scheduling additional work, the Contractor shall pursue reasonable concurrence of work items and understand that the Work Progress Schedule and any Schedule Updates are subject to the Owner’s acceptance. With reasonably concurrent construction, not all additional bid items will necessitate adding time to the contract.

Pre-Bid Conference:
A Pre-Bid Conference will be held at Garner State Park, 234 RR 1050; Concan, Texas 78838 on Wednesday, May 29, 2019 at 11:00 a.m. On this date, visitors should arrive at Garner State Park by 10:45 a.m. Visitors may inform the staff at the admission gate they are attending a construction project site visit and report to the park Headquarters Building to convene with the Construction Manager.

Although the pre-bid conference is not mandatory, Bidders are strongly encouraged to attend as important information regarding bidding requirements will be discussed and site conditions relevant to the project will be available for review. Failure to give proper consideration to site conditions when preparing the bid will not constitute grounds for additional compensation. Prospective bidders who cannot attend this pre-bid conference visit may be able to visit at another date and time, but this cannot be guaranteed. Requests to visit at an alternative date and time must be made to TPWD Infrastructure Construction Manager, Don Hudson, using 512/627-4190.

Minimum Experience Requirements:
Bidder must meet minimum qualifications requirements as stipulated in Division 1 – General Requirements, Section 01000 – Special Conditions, paragraph 1.32 to be eligible for contract award.

HUB Subcontracting Plan (HSP):
Each bidder must complete and return with the bid an HSP following the policy and utilizing the forms contained with the Invitation for Bids and Contract Documents included herein. FAILURE TO COMPLETE AND RETURN THESE FORMS WITH THE BID WILL BE CAUSE FOR REJECTION OF THE BID. THE CONTRACTOR RECEIVING AN AWARD MUST COMPLY WITH THE SPECIAL REQUIREMENTS SPECIFIED HEREIN.
