Richard Martinez brings over forty years of experience in government and public service, having served with the Executive Office of the President, cabinet members, a local congressman, and statewide elected officials. His career reflects strong expertise in public policy, stakeholder engagement, and community relations.
He currently serves at VIA Metropolitan Transit in the Office of Small Business Enterprise, where he supports initiatives that create opportunities for small businesses and promote economic growth.
Coming from a long line of businesspeople, Richard finds his role especially meaningful, combining his professional experience with a personal passion for empowering entrepreneurs and strengthening the local business community.

Karina N. Pinto
Karina N. Pinto is a passionate Compliance Specialist, entrepreneur, and advocate for small business growth in San Antonio, Texas. Her work is centered on one purpose: creating real opportunities for others to succeed.
As a former Senior Certification Specialist, Karina helped small businesses navigate complex certification processes, turning them into eligible and competitive vendors for government contracts. Today at VIA Metropolitan Transit, she ensures those opportunities become reality by setting participation goals, monitoring compliance, and helping small and disadvantaged businesses access millions in public contracting.
Beyond her role, Karina is a business owner and co-founder of Swipe Formula K & A Consulting, where she empowers individuals and entrepreneurs through tax services, financial guidance, and business support.
Recognized as one of the Most Influential Women in the Latino Community (2023 & 2024), Karina is driven by a simple mission: open doors, create impact, and help others rise.
