(April 14, 2026) Today, a Travis County district court judge granted a temporary injunction blocking recent rule changes to the Texas Historically Underutilized Business (TX HUB) Program. The ruling temporarily restores the program only for the six businesses that filed suit, following concerns that the Comptroller’s office may have exceeded its authority when implementing changes to the decades-old program. The lawsuit, filed by a group of Texas businesses, argues that the recent changes financially impacted more than 15,000 businesses statewide and modified a legislatively established program designed to promote fair and equitable access to state contracting opportunities. While this ruling is limited in scope, it underscores the broader concerns shared by many small businesses across Texas. For nearly 100 years, the San Antonio Hispanic Chamber of Commerce has championed small businesses, the backbone of our economy. The Texas HUB Program has long played a critical role in expanding opportunity, increasing competition, and strengthening the state’s small business ecosystem. We remain supportive of efforts that expand opportunities for veteran-owned businesses and advocate for fair access to TX HUB certification for all eligible small businesses, including locally owned businesses and women-owned enterprises that play a critical role in our local economy. The San Antonio Hispanic Chamber of Commerce will continue to monitor developments closely and advocate for solutions that expand access and ensure a strong, competitive small business economy for all Texans.
